The adoption of a new Customs Code is a very important step in the process of entering the global market. Many provisions of the new code are based on the International convention on simplification and harmonization of customs rules.

Moreover, some of the provisions of the old Customs Code contradict civil, tax, and administrative legislation of Russian Federation. New Code will eliminate the contradictions with other fields of legislation. New Customs Code came into force from January 1, 2004.
