On the 8th of December 2003 a Federal Law #164 ?On principles of state regulation of foreign trade activity? was adopted.
The federal law defines principles of state regulation of foreign trade activity, powers of the Russian Federation and of Russian Federation?s regions in foreign trade activity in order to provide favorable conditions for foreign trade activity, and also to protect economic and political interests of the Russian Federation.
The state regulation of foreign trade activity is put into effect by means of custom-tariff regulation; non-tariff regulation; bans and restrictions of trade in services and intellectual property; by means of economic and administrative character stipulated by the Law. Other means of state regulation can not be applied.
The law comes into force after six month from the date of its official publication. At that date the federal law #157 ?On State regulation of foreign trade activity? dated 13th of October 1995 will become invalid.
