24.11.2004 - State Duma of the Russian Federation adopted the Federal Law #140 FZ, dated 18.11.2004, amending the Agreement between Governments of the Russian Federation and Ukraine.

According this Law citizens of Ukraine do not require to be registered with competent authorities in the places of their staying on the territory of Russia, if a period of this stay doesn't exceed 90 days from the moment of entering Russia, provided such citizens have migration card with the stamp of the boarder guard agencies, which was put in the moment of entering the territory of the Russia.

The Federal Law comes into force in the day of its official publication. Federal law was published on the 19.11.2004
