01.02.2005 - Further to the amendments to the Law ?On Obligatory Pension Insurance in the Russian Federation? introduced by Federal Law No 70-FZ of 20 July 2004, establishing that employers should contribute to the Pension Fund both permanently and temporarily residing foreigners, the Pension Fund authorities attempt to make the employers to pay contributions in respect of all foreigners. Some of the Pension Fund officials share an opinion that foreign nationals coming to work under work visa may also be considered as temporarily residing. However, the Law on ?Legal Position of Foreigners in Russia? provides a definition of the temporary residence in point 1 of Article 2, which says that to be considered as temporarily residing foreign nationals should obtain special temporary residence permit.
