We would like to draw your attention to the changes in penalties for violations of Migration Law.
It is the Code of Administrative violations that stipulates penalties for violation of Migration Law. On the 9th of August the Code was amended due to a number of laws.

Below you will find all penalties stipulated by the Code connected with Migration Law

Violation by the foreign national of rules of entrance to the territory of the Russian Federation or illegal stay on the territory of the Russian Federation (article 18.8):

For violation of migration registration rules, movement and order of residence place choose, transit through the territory of the Russian Federation,:
• for a foreign citizen - administrative penalty n the amount of 2 000 - 5 000 RUR (~$80 - ~$200) with administrative deportation or without it
In case of lack of documents confirming the right to stay in the Russian Federation or in case of their loss and non notifying of the correspondent authorities on this fact as well as for refuse to leave Russia within established term
• for a foreign citizen - administrative penalty n the amount of 2 000 - 5 000 RUR (~$80 - ~$200) with administrative deportation
For discrepancy between the purpose of entrance and purpose of stay:
• for a foreign citizen - administrative penalty in the amount of 2 000 - 5 000 RUR (~$80 - ~$200) with administrative deportation or without it.

Hereby it should be added that in case if such violations are revealed in Moscow or Moscow oblast, Saint Petersburg and Leningradskaya oblast, the penalty will be 5 000 - 7 000 RUR (~$200 - ~$250)

Violation by a Companys official of rules of foreign nationals stay on the territory of the Russian Federation (article 18.9):

For violation of rules connected with stay and transit through the territory of the Russian Federation of the foreign national, as well as with established order of documents processing for stay, movement and exit from the Russian Federation:
• for a Companys official - administrative penalty in the amount of 40 000 - 50 000 RUR (~$ 1 565 - ~$1 960)
• for a Company - administrative penalty in the amount of 400 000 - 500 000 RUR (~$15 685 - ~$19 605)

Violation of migration registration rules:
• for a foreign citizen - administrative penalty in the amount of 2 000 - 4 000 RUR (~$80 - ~$155)
• for a Companys official - administrative penalty in the amount of 40 000 - 50 000 RUR (~$ 1 565 - $1 960)
• for a Company - administrative penalty in the amount of 400 000 - 500 000 RUR (~$15 685 - ~$19 605)

Violation of exercise of labor activity on the territory of the Russian Federation by a foreign national (article 18.10):

For work without Work permit authorization:
• for a foreign employee - - administrative penalty in the amount of 2 000 - 5 000 RUR (~$80 - ~$200) with administrative deportation or without it
Hereby it should be added that in case if such violations are revealed in Moscow or Moscow oblast, Saint Petersburg and Leningradskaya oblast, the penalty will be 5 000 - 7 000 RUR (~$200 - ~$250). If the same violation is revealed for the second time within a year it will incur a penalty in the amount of 5 000 - 7 000 RUR (~$200 - ~$250) and administrative deportation.

Violation of employment of foreign nationals on the territory of the Russian Federation (article 18.15):
For work without Work permit authorization:
• for a foreign employee - - administrative penalty in the amount of 2 000 - 5 000 RUR (~$80 - ~$200)
• for a Companys official - administrative penalty in the amount of 25 000 - 50 000 RUR (~$980 - ~$1 960)
• for a Company - administrative penalty in the amount of 250 000 - 800 000 RUR (~ $9 650 - ~ $31.350) or administrative suspense of Companys activities for the period of 14 up to 90 days

For work without Employment permit authorization:
• for a foreign employee - administrative penalty in the amount of 2 000 - 5 000 RUR (~$80 - ~$200)
• for a Companys official - administrative penalty in the amount of 25 000 - 50 000 RUR (~$980 - ~$1 960)
• for a Company - administrative penalty in the amount of 250 000 - 800 000 RUR (~ $9 650 - ~ $31.350) or administrative suspense of Companys activities for the period of 14 up to 90 days

For not notifying the tax inspectorates, employment services, migration services or violation of the way / form of notification of employment, failure to notify on assignment termination, non-paid vacation exceeding 1 month within a year:
• for a foreign employee - - administrative penalty in the amount of 2 000 - 5 000 RUR (~$80 - ~$200)
• for a Companys official - administrative penalty in the amount of 35 000 - 50 000 RUR (~$ 1 380 - ~$1 960)
• for a Company - administrative penalty in the amount of 400 000 - 800 000 RUR (~ $15 680 - ~ $31.350) or administrative suspense of Companys activities for the period of 14 up to 90 days

Hereby it should be added that in case if such violations are revealed in Moscow or Moscow oblast, Saint Petersburg and Leningradskaya oblast, the penalty will be: for a foreign employee - 5 000 - 7 000 RUR (~$200 - ~$250); for a Companys official - 35 000 - 70 000 RUR (~$1 380 - ~ $2 200); for a Company - 400 000 - 1 000 000 RUR (~ $15 680 - ~$33 350).

For not notifying or violation of the way and (or) form of notification by the Employer of Highly qualified specialists on salary, or on assignment termination with a Highly qualified specialist, or non-paid vacation exceeding 1 month within a year as well as fail to provide or untimely filing of notification on tax registration of a highly qualified specialist:

• for a Companys official - administrative penalty in the amount of 35 000 - 70 000 RUR (~$ 1 380 - ~$2 200)
• for a Company - administrative penalty in the amount of 400 000 - 1 000 000 RUR (~ $15 680 - ~ $33.350).
